I don't know... I mean, I guess you could be right...
I kinda relate to McGonagall (and also Hermione) a lot, and I would have been spying on the Dursleys, and anyone who knows me wouldn't have been suprised to see me there. I think she feels responsible for everybody, and is very capable, so she likes to feel in control. She knew Harry was going to be brought to the Dursleys, she was hearing all these rumors about what had happened, she must have expected Dumbledore to show up, she was obviously close to James and Lily since they were all in the Order with them, and she taught them, and respected them. All of those were very good reasons for her to be where she was, doing what she was doing.
1. She heard the rumors, and knew Dumbledore would be more likely than anyone to know the truth, so she goes to the place she expects to run into Dumbledore to find out for sure.
2. Two of her favorite students from the past, who she has become friends with since they graduated, were killed in a terrible way, according to the rumor. Naturally, she'd be concerned about where their only son would wind up. She'd want to make sure he was in the best place.
3. She knew that her opinion carries at least a little weight. She spied on the Dursleys and realized how awful Harry would have it. She spoke up to the one person she knew was in charge of the situation.
If a couple my husband and I were friends with died, and they had children, we'd be very concerned for the child's welfare, and if we felt a mistake was being made, we'd speak up (or at least I would)... If I heard through the grapevine that those friends had been brutally murdered, I'd go to the person who could give me the truth instead of taking anyone's word for it.
