To the family thing: any one of Potter's relatives could have pulled a Pettigrew and changed into an animal if they heard that Voldie was after them. Although, i don't think that JK would use the same trick twice, it would be a possibility.

no peter stayed as a rat because he was meant to be dead...how can you be dead if people see you wandering around in human form...and then if people see you arent dead how can Sirius have killed you...therefore Sirius would be freed and Peter really would be dead
