Instead of guarding the Ministry of Magic for an unknown period of time, couldn't they have let Harry slip in and let him break the prophecy? That would've been a bummer for Voldie.

prolly because DD didn't think it was time yet for harry to know about the prophecy ...

Exactly,
DD didn't want Harry to know about the prophecy to be gentle with him, he thought as he said that Harry had already many things to deal with (Cedric's death, Black's issue, everybody thinkng he was a lyer about LV, ...).
But DD admitted his mistake at the end of the book.
