It all makes sense.
It seems TOO well of a coincidence to have not been planned. He's ten - which means he's coming to Hogwarts next year.
However, who's to say that he's a wizard? Lily Evans was from a totally non-magical family. Did Hermionie know that she was magical until she got that letter? No, and neither would Mark. For that matter, neither would the Dursleys, Harry, or even the Ministry of Magic have any idea that Mark is magical - until the next book, when he's discovered, just as Herminone, Lilly, or anyone else who comes from a muggle family.
Plus, they may not know they are related. Let's say that the Evans family liked somewhere, and their parents (Harry's grandparents) never really stayed in touch with their siblings. Lily and Petunia would have cousins that they wouldn't know about. One of these cousins could move into 7 Privet Drive and they would have no idea that they are related.
I mean, look at their last name: EVANS. It's pretty common. It's one thing if they had a name like Weasley, D'Lecour, or Dumbledore. But Evans is nearly as common a name as Jones or Smith.
Do you go question others in your neighborhood with the same last name, and ask if they're related to you? No. And surely neither would the Dursleys.
