It seems that they are used for sending messages and in the case of the fat lady, keeping passwords, more than anything. They just seem to do what they are told and don't interefere, like the portraits of all the old portraits in the headmasters office, not all of them agreed with DD all the time but they always did what he told them to.

Anyways, by refusing to let Sirius in the fat lady was still doing what she was told and following orders, her instructions were to not let anybody without the password so she didn't let him in. To refuse to do what she was told she would have to let somebody in without the password, and she has never done that before, as seen with poor neville.
