I don't think Ghosts can move things. Peeves can move things because he's a poltergeist, it's slightly different. Moaning Myrtle doesn't actual move the book, she floods it out the bathroom with her crying....

If ghosts can't move things than wouldn't their tears not be able to move things either since they would be made of ghost matter as well.
