I think what the explanation meant was that Harry was still in great shock, and not yet fully understanding. Maybe he was in some kind of denial phase(I know this is kinda streched, but well...).
It's like usually when you've been through a tough thing everything else around you becomes a blur, and the only thing you can focus on is your own grief. And plus the paragraph is about Hermione. I guess it's her perspective, not Harry's. For her they are still horseless cariges and plus Harry (still shocked) was to busy? to notice the thestrals.
