A little odd... and unfair?

How come in the second book Harry was told off for using the hovering spell when Dobby was the one who actually did it?

Because the ministry can only tell that magic was done in the house; not who did it. Wizarding families are expected to keep their kids from doing magic, so if Harry had a wizarding relative, he wouldn't have gotten in trouble. However, being the only wizard in teh house; and the low likelyhood of a house elf doing it, the ministry instantly assumed it would be Harry

Hmm, seems too... inefficient. They have to send the letter off fairly quickly, I don't think they'd spend time considerring who may or may not have used magic.
Although I suppose if they could tell who, they would have known it wasn't Harry.

I kinda thought the letter would be written automatically - like having a quick-quotes-quill - on detecting underage magic.

Yes, I don't think it needs much explanation. They obviously have set up some sort of system to detect underage or illegal magic, and have the letters ready.

Does anyone think it is a little odd and unfair that Ron's part in the books and films seems to be withering away a little? I dunno it just seems that his character is a little less important these days
