ooo...i just thought....
what about...maybe the rules have changed since lily and james were at school...maybe there was no rule about use of magic in school holidays when they were at school....maybe that rule is a new rule.....

Hmmm... That is possible. But didn't Ron mention Fred and George blowing up his Teddy Bear once? I doubt that the rules would have changed just recently.

No....I dont think so...in one of the books (dont remembre which, think it was the second) Harry used magic outside of Hogwarts, and he said that he had broken the Decree for the Restriction of Underage Wizardry from 1843 or something...
