I would have to say Umbridge. What I remember most about reading OotP [aside from Sirius' death] was how much I loathed her.

I would have to say Fudge. During the book and especially during hte movie, I was getting really ticked off about Fudge's inactivity. I used to think he was okay during book 3 and 4, but now i HATE him.
