PLEASE explain the last chapter to me!

Maybe it was because I read the last chapter too fast, but I reread it a couple of times and I still can't figure it out. I know Ginny is married to Harry with their kids James, Albus and Lily, and Ron is married to Hermione with their kid Rose, and that Teddy is Tonks and Lupin's kid, but who in the heck is Victoire? I know she's James' cousin, but in order to be close to Teddy's age (19), she must have been born a couple years after the defeat of Voldemort. Is it Bill and Fleur's kid? So confusing . . .

Yeah, she's Bill and Fleur's kid. Most likely named after Viktor Krum.

Plus it had that French twang to it - "Victoire" - I figured the only option could be Bill + Fleur. That last chapter was kinda difficult to follow because nothing was said straight out, kinda rushed the epilogue a bit.

I think it is cute and fitting that Victoire was born so close to the downfall of Voldy and her name means "victory". But in the JK Rowling website there is the family trees that explains everything. Just click on the eraser.
