I've noticed: in Chamber Percy takes points from Ron, but in Order Ernie says "prefects can't take points", which is conceded by Draco. A slip-up?

I remember both too! Was there a decree or something that allowed Draco to take points. He was in the Inquisitor squad wasn't he - was that why?

I think Ernie says "Prefects can't take points from fellow prefects", which is when Draco talks about how he's now in the Inquisitorial Squad, and they can take points from anyone.

But that doesn't explain why Percy could take points from Ron in Ron's 2nd year. The more I think about it that's got to be a mistake.

At this moment in time, Chimera thought that Prefects could not take points off anyone/ any house.

I understand why Draco could because he was given permission in the Inquisitorial Squad so how was Percy allowed to take points if prefects couldn't at that stage?

Prefects WERE allowed to take points.....just not from other prefects. That's why Percy was allowed to take points from Ron in book 2. When Draco tried to take points from Ron in book 5, Ernie tells him prefects can't take points from other prefects, not that prefects can't take points at all. That's when Draco says he can take them because he's in the Inquisitorial Squad, and they have higher powers.

I don't think that prefects can take points from anyone because it would be mentioned before. Draco would surely took advantage of it because he hates Gryffindors, especially Harry, who is not a prefect! And Hermione would surely took points from that boy who had that Fanged Frisbee because they were banned.
