Hm, actually I think that boggarts are overrated. Sure, sometimes (like in Harry's case), there's no difference between the actual object of your fear and the boggart. But if you know it's a boggart, if you know that what you see is not, say, Voldemort, but a stupid, absolutely harmless little creature putting on a Voldemort-mask, so what? If your greatest fear is the death of a beloved one and your boggart turns into the corpse of that person, it might feel strange, but not at all as terrible as it would if it were real.
So, if Voldemort's greatest fear was death, or Dumbledore as suggested, I doubt he would run away crying just because of a reflection. However, I doubt that boggarts are intelligent creatures, so Voldemort would rather try to catch some than recruit them.
