Even though I believe in Uncle Black... I think that a few days could have been more than enough time, if he already had information of its whereabouts. Who knows, perhaps Voldy confided in Regulus, after all, the Blacks were some of his most faithful followers. But then again, perhaps after Regulus was desposed of he probably would have checked to make sure the locket was still there and then Voldy would have the note and we wouldn't be in this whole RAB mess would we?
