Well... the way I see it is more of an intuition thing (aka. I dont' have a sentence that says "he was definately not a powerful wizard")
1. I don't think McGonagall, Flitwick, Madam Rosmerta, Hagrid and Fudge would mention his being "hopeless at dueling" if he was really a fairly powerful wizard... it's kind of a don't-speak-ill-of-the-dead thing...
2. It's hinted that the main reason he was friends with Sirius, Lupin and James, and later with Voldemort, is because he depended on having the powerful friends... most of the time, if someone is fairly competent themselves, they don't hide behind their friends' power
3. There's evidence to show he wasn't all that bright (it took him much longer to learn animagi, he was "hopeless at dueling") but there's not any evidence to show that he was. At the most, he's gutsy. But I don't think he's got a lot to shout about as far as magical talent goes...
