Petunia a witch?

This may have already been argued elsewhere, but I would like to know what people think about it.

I seem to remember JKR mentioning that someone will be able to do magic later in life, or something like that. I took this as being Neville after reading OotP, because he improves beyond measure, but after reading some threads it believe it could be Petnuia.

She knows too much about the wizrding world and seems to know in her heart that Harry must be allowed to stay at the Dursleys for his own safety despite what Vernon thought.

Her disgust at Lily being a freak could simply be her jealousy for not being able to do magic herself as a child, and not that she thinks its weird.

It would be cool if her and Harry had a little duel. It could happen - Harry will be able to do magic once he gets his OWL results back.
